OC Spray Station
Issue OC spray, take it back and weigh it. The cabinet checks on return whether the canister is still to specified weight, and records per canister who held it and when.
Weighing makes the difference.
A canister that has been half discharged weighs less but looks exactly like a full one. The internal scale evaluates every canister on return: back into service, or into the disposal section.
